Painting Effect

1. Open an image which you want to convert to a painting.
2. Click on Filter > Brush Stroke > Spatter. The Spatter window will open.
3. Spatter, Spray Radius - 10, Smoothness - 5
4. Next, click on Filter > Blur > Blur.
5. Click on OK and here's your result.
